This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 12405B24Q0017 and solicitation is issued as a Request for Quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2023-06. Seeking Contractor who shall provide Building Automation Service on the existing Siemens Desigo building automation equipment that is installed at USDA, ARS, U.S. National Poultry Research Center (USNPRC), Southeast Poultry Research Laboratory (SEPRL), 934 College Station Road, Athens, Georgia (GA) 30605. Contractor shall perform service, provide replacement equipment, and upgrades to existing Siemens Desigo building automation equipment currently installed in accordance with attached Statement of Work (SOW). Contractor must be registered in System for Award Management, (SAM), prior to submitting a quotation. Registration is free and registration can be completed online at www.sam.gov/portal/public/SAM. Quotation Submission. Quotation referencing solicitation number 12405B24Q0017 should be submitted electronically via email to monte.jordan@usda.gov by Thursday, January 11, 2023, no later than 1:00 p.m. Central Time (CT). No late quotations will be accepted. In order to be considered for award, Offerors shall respond by submitting: Fully completed and signed SF1449 Offer page referencing solicitation number 12405B24Q0017; acknowledgment of any amendments (if applicable). Firm Fixed-Price quotation (on company letterhead) detailing item description, unit price per item, total price and delivery costs as well as any applicable duties, brokerage, or customs fees. Items delivered FOB Destination inclusive of all costs. Provide SAM Unique Entity Identifier (UEI) number. Quotation must be valid for at least 60 days after receipt of quotation. Rejection of Quotation. Failure to demonstrate compliance will be cause to reject the quotation without further discussion. All responsible sources may submit an offer and will be considered. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA, ARS, SEA, U.S. National Poultry Research Center (USNPRC), Southeast Poultry Research Laboratory (SEPRL), Athens, GA location has a requirement for a Building Automation Services Agreement on the existing Siemens Desigo building automation equipment installed at SEPRL, Athens, GA location. Work shall be performed in accordance as defined in attached Statement of Work (SOW). A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. Responses to this notification will help to determine the acquisition strategy for any future solicitation. The North American Industry Classification System (NAICS) code for the proposed acquisition is 561210 – Facilities Support Services. Response Submission Instructions: Interested contractors are invited to submit a response to this sources sought notification on or before November 21, 2023, no later than 3:00 p.m. Central Time (CT).
