The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA), Stuttgart National Aquaculture Research Center (SNARC), 2955 AR-130, Stuttgart, AR has a requirement for design a Recirculating Aquaculture Systems (RAS) optimized for the culture of white bass to be performed in strict accordance with attached Statement of Work (SOW). Scope: The contractor shall design a Recirculating Aquaculture Systems (RAS) optimized for the culture of white bass. The Contractor shall integrate the RAS into the existing four lines of existing tanks and the RAS will be installed within the available floor space at the USDA, ARS, Stuttgart National Aquaculture Research Center (SNARC), 2955 AR-130, Stuttgart, AR 72160. The contractor shall provide a detailed proposal, system plans, and cost breakdown for the project for approval prior to purchase of equipment and construction. Preparation for this work shall involve dialog with site personnel to define the specific requirements for the RAS during the site visit. The solicitation number is 12405B23R0029. This is being solicited as a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 237110. The small business size standard is $39.5 M. Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This is a pre-solicitation notice. 12405B23R0029 The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Stuttgart National Aquaculture Research Center (SNARC), 2955 AR-130, Stuttgart, AR has a requirement for Recirculating Aquaculture Systems for White Bass Culture to include: 1. The contractor shall design a Recirculating Aquaculture Systems (RAS) optimized for the culture of white bass. USDA ARS SEA intends to issue a Request for Proposal for a firm fixed priced construction contract. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 237110 with a size standard of $39.50 M. Contractors shall not directly contact the facility to discuss this requirement. The magnitude of the project is estimated to be between $250,000 and $500,000. During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions. This notice is issued solely for information and planning purposes - it does not constitute the Request for Proposal (RFP). The Government anticipates issuing an RFP for this requirement around July 21, 2023. This notice does not commit the U.S. Government to contract for these services. The statement of work is attached to this notice for information only. The full RFP, applicable provisions/clauses, wage rates, etc. will be posted when the full RFP solicitation is released around July 21, 2023.
