The contract is anticipated to be awarded in October 2023. All dates are tentative and for planning purposes only. The resulting contract shall be a Firm Fixed-Price, Indefinite Quantity contract. The solicitation shall be competitive 8(a) Set-Aside. The solicitation will be a Request for Proposal (RFP). To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. Requirement Information Operation and Maintenance Support Services LOCATION: Athens, GA NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM CODE: (NAICS): 561210 SMALL BUSINESS SIZE STANDARD: $47M General Scope (see Attachment 1_Draft PWS for additional details)- The procurement consists of Operations and Maintenance Support Services for the US National Poultry Research Center (including both the Russell Research Center and the Southeast Poultry Research Laboratory). The Contractor shall provide all labor, supervision, equipment, and materials, except those specified as Government furnished, to provide facilities operations, maintenance, administrative, security, energy conservation program and safety support services to the USDA ARS USNPRC.

A market survey is being conducted to locate qualified, experienced, and interested SBA-certified 8(a) contractors available for the O&M Support Services outlined in the Draft Performance Work Statement (Attachment A). This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. SBA-certified 8(a) companies who have the experience, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate their expertise and experience in relation to the areas specified in this notice.
