The intent of this Pre-solicitation Notice is for informational purposes only. The U.S. Department of Agriculture, Agricultural Research Service (ARS), Southeast Area Office intends to award a sole source contract to Nixon Power Services to perform required annual preventive maintenance and testing for the custom-built Kohler SGP-1623 medium voltage 12.47 kV switchgear located at the SEPRL site. The proposed contract will be awarded using a Justification for Other Than Full and Open Competition (JOFOC) procedures citing the authority at 41 USC 3304(a)(3) as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The justification for other than full and open competition is attached for reference. The synopsis does NOT constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. However, all responsible sources, meeting the requirements, which, if received within 10 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for annual preventive maintenance and testing for the custom-built Kohler SGP-1623 medium voltage 12.47 kV switchgear located at the SEPRL site in accordance with the attached SOW. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 2:00 p.m. on Friday, February 17, 2023, to the attention of Jessica Pacheco, Contract Specialist, jessica.pacheco@usda.gov. All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: Organization Name; Contract Name, e-mail address and phone number; Organizations DUNS number; Business size status for the applicable NAICS code; A statement of interest in any forthcoming acquisition. A statement of capability to perform details of the requirement. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA.
