This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541380 - Testing Laboratories and Services, with a small business size standard of $16.5M. Background: The SEA research center has a requirement for genome sequencing services. The objective is to construct high quality genome sequences and bioinformatics for high quality genome assembly. The requirement includes six peanut parental lines genomes to be sequenced in high quality to identify several mutated genes controlling disease resistance and seed quality and built a MAGIC pan-genome with eight parental lines. For research purposes, the data analysis must be completed with specific/unique genomic bioinformatics software similar to or with the Khufu platform for allotetraploid (4X) genome analysis. Specific tasks and deliverables may include: (1) extract six high quality genomic DNA; (2) construct six PacBio CCSExpress Libraries; (3) for each line generate 200-280 Gb of raw data and 16-22 Gb of processed CCS data; (4) conduct bioinformatics analysis and assembly for each line. The USDA, ARS, SEA intends to award a 30-day, firm fixed priced purchase order pursuant to the authority of 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed vendor is HudsonAlpha Genome Sequencing Center. All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. Quotations received in response to this notice will not be accepted since the synopsis is not a request for quote. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
