This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12405B23Q0007 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. The associated NAICS code is 325120 – Industrial Gas Manufacturing. The USDA, ARS, SEA, Warmwater Aquaculture Research Unit (WARU) has a requirement for medical grade bulk liquid oxygen to feed an ozone generator as part of a recirculating aquaculture system located within the WARU Hatchery Facility in Stoneville, Mississippi. Seeking a 5?Year (Base year + 4 option years) contract to acquire a contractor to provide all labor, equipment, tools, materials, supervision and other items and services necessary to provide medical grade (>99% pure) bulk liquid oxygen for use at the USDA/ARS/SEA, Warmwater Aquaculture Research Unit in Stoneville, MS. Contractor shall provide the Tank as well as Oxygen product, Vaporizer, Telemetry system, inspection, calibration, annual certifications of all gauges and alarms in order to provide an uninterrupted supply of Bulk Liquid Oxygen. Include all maintenance upon request. Work must be performed in strict accordance as detailed in attached Statement of Work (SOW). No current contract number Q2. What is the incumbent contractor for this work – what firm is supporting this – equating to whose tank is in place at the facility? A2. No incumbent contractor known Q3. Was there consideration for a potential Set Aside please? A3. After market research was conducted, the government believes there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of fair market prices, quality, and delivery within the Stoneville, MS location. Q4. Since this is unrestricted, I did not see FAR 52.219-4 checked in the RFQ (HUB Zone Price Evaluation). A4. FAR 52-219-4 was not checked. Q5. Does this contract have a budget? Yes Q2. Are site visits permitted? We will have to inspect the current ingress/egress and pad dimensions. A2. Yes, but please contact Danny Oberle @ (662)686-5479 24 HOURS IN ADVANCE PRIOR TO SITE INSPECTION. Q3. The volume is listed at 1,500,000ccf or 150,000,000scf. Is that correct? A3. Yes. This is an estimation based on continuous operation of an ozone generator. Q4. It is noted that the tank is also used to fill smaller Oxygen vessels. Can I get confirmation that these are Liquid Vessels and that no high-pressure pumps are needed? A4. Yes. These are Liquid Dewars under low pressure. Q5. Any secondary/Reserve tanks required? A5. No. Q6. Concerning the annual certification of alarms. Whose Alarms? If ours, what are the alarms for? Ex. Low Liquid Level, Low PSI etc. A6. "Alarms" is referring to vendor alarms if installed for notification of low liquid pressure etc. may not be needed with a functioning telemetry system, which should be wireless powered by a solar panel. Q7. Respectfully ask for the USDA to please confirm the existing vendor and expiration date of that supply agreement. A7. Matheson Tri-Gas currently supplies our oxygen. They acquired our account, through some company restructuring, from AirGas in 2016 – approximately 1 year after the agreement was put in place. So, the existing vendor would be Matheson Tri-Gas and the expiration date of the supply agreement would be 7/7/2025.
