Description- This is a combined synopsis/solicitation for commercial item with commercial services prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12405B22Q0536 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-06. The associated NAICS Code is NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors. The USDA, Agricultural Research Service, Southeast Area, SEA Sugarcane Research Center in Schriever, LA requires replacement of faulty condenser coil. The Government intends to award a firm fixed price purchase order. The requirements are further detail in the attached Requirements Document. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by: 1) Addressing all of the requirements of the RFQ. 2) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-24; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. REJECTION OF QUOTATION: Failure to demonstrate compliance will be caused to reject the quote without further discussions. All responsible sources may submit an offer and will be considered. QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees. FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering two major areas: technical acceptance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology. All vendors wishing to quote shall furnish a quotation by 10:00 AM Eastern Time, 28 September 2022. Quotations are to be sent via email to Osvaldo Rodriguez at osvaldo.rodriguez@usda.gov. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (www.sam.gov). THIS IS NOT A SOLICITATION FOR QUOTATIONS, THIS IS A SOURCES SOUGHT SYNOPSIS ONLY This Sources Sought is for the purpose of identifying firms that can meet the following United States Department of Agriculture, Agricultural Research Service (ARS) Requirements. The SEA research center has a requirement for replacement of a chiller condenser coil, under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors. The scope of work includes but not limited to replacement of the faulty corroded condenser coil on Circuit 1 with new OEM condenser coil, performing a thorough leak test of the system, replacement of filter driers, adding new refrigerant, and providing a complete service report from testing as well as refrigerant report. The place of performance is the USDA Sugarcane Research Center in Schriever, LA. This Sources Sought is not to be considered as a request for quotation or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission to this Sources Sought or the Government's use of such information.
