NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. Background: The ARS Dale Bumpers National Rice Research Center has a requirement for upgrading an existing ABI 3730 system to an ABI 3730 XL series. This acquisition is NOT for a purchase of a new ABI 3730 XL series. This acquisition is for an UPGRADE service. The requirement includes using the existing ABI 3730 system as the platform to upgrade hardware and software to operate in a capacity of the latest ABI 3730 XL series. The USDA, ARS, SEA intends to award a 30-day, firm fixed priced purchase order pursuant to the authority of 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed vendor is Life Technologies. All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. Quotations received in response to this notice will not be accepted since the synopsis is not a request for quote. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
