This Solicitation is a Request for Quote, utilizing simplified acquisition procedures, for a firm fixed priced construction purchase order. The USDA ARS requires that all labor, supervision, tools, and materials be provided to furnish and install concrete slab and aluminum canopy at the location specified by site personnel in a length of 14’ x 15’ at the USDA, ARS, Cotton Ginning Laboratory, located at 111 Experiment Station Road, Stoneville, MS. All work shall be performed in accordance with the terms, conditions, drawings, and specifications contained in the solicitation documents. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Cotton Ginning Research Lab at the Stoneville, MS location has a requirement to Pour Concrete Slab and Install Aluminum Canopy. The contractor shall provide all resources necessary to accomplish the services to be performed in strict accordance as described in attached Statement of Work (SOW). Contractor shall provide all materials, labor, and equipment in order to: Furnish and install concrete slab and aluminum canopy at the location specified by site personnel in a length of 14’ x 15’. The location of this project is U. S. Department of Agriculture, Agricultural Research Service, Cotton Ginning Research Lab, Stoneville, MS. USDA/ARS/SEA intends to issue a firm fixed price construction purchase order. The NAICS code for this requirement is 238110 Poured Concrete Foundation and Structure Contractors with a size standard of $16.5M. The solicitation is anticipated to be a Total Small Business Set-Aside. The Government anticipates issuing a Request for Quotation (RFQ) on or around July 20, 2022. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of the project is estimated to beetween $25,000 and $100,000. During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions during the site visit. Potential Offerors are responsible for monitoring this site for release of the RFQ package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed, and telephone requests will not be honored. This notice is issued solely for information and planning purposes - it does not constitute the Request for Quotation (RFQ). This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for bid/quotation preparation costs. The statement of work is attached to this notice for information only. The full RFQ, applicable provisions/clauses, wage rates, etc. will be posted when the full RFQ solicitation is released.
