This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation number is 12405B22Q0219. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industrial Classification System (NAICS) code is 238350. The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS), US Vegetable Laboratory, Charleston, SC location has a requirement for Growth Chamber Fiberglass Reinforced Plastic Installation Building#4 (Two rooms, rooms#3 and #4). Work is to be completed in strict accordance as described in Statement of Work (SOW). Work includes but is not limited to, providing Fiber Reinforced Plastic panels (white in color), glue adhesive, borders, edges, corners, extenders, screws, tools, knowledge of hanging panels, debris removal, and labor. Each room is approximately 10’ x 13’ x 10’ (to include the entrance door). Magnitude of Construction: Less than $25,000. FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. Site Visit. Offerors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quotation is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. Quotation on company letterhead detailing the item description, unit price per item, shipping/handling/delivery costs, and total price. Document shall provide detailed pricing breakout in accordance with the CLIN structure and items requested. Quotation must be valid for at least 60 days after receipt of quotation. Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov.
