Notice of Intent: The USDA, ARS, SEA, Soil Dynamics Research Unit intends to award a sole source procurement to Thermo MF Physics LLC, 4833 Centennial Blvd., Colorado Springs, CO. 80919, as they are the sole source for this type neutron generator pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 6.302-1, Only One Responsible source and no Other Supplies or Services Will Satisfy agency Requirements . The award will be for a neutron generator replacement component in an existing instrument, located at the USDA-ARS Soil Dynamics Research Lab in Auburn, AL., in accordance with the following specifications. The neutron generator is a component of a “Mobil Inelastic Neutron Scattering” soil scanner system instrument that is specifically designed to utilize the neutron generator described. Specifications: Neutron Generator Requirements Nominal Max. Yield - 1.0E+08 n/s, DT Neutron Energy 14.1 MeV DT or 2.4 MeV DD Power Draw - ~45 watts Accelerating Voltage - -60 to -90 kV Control Software - Open-source text & GUI Pulse Range - 0.5 to 20 kHz Operating Temperature - -10 to +50o C Operating Range - 40 to 60 µa, 60 to 90 kV Minimum Pulse Width - 5 µs Pulse Rise/Fall time - 2.0+ / 0.5 µs Input Power - 120-240 ACV, 50-60 Hz 24 VDC for OEM Frequency & Duty Cycle - 0.5 to 20 kHz; 5% to 90%, Continuous Control Interface - Ethernet (UDPv4) Weight - 20 pounds Typical Tube Life - 1,500 hours @ 1E+08 Auxiliary Outputs - Source, Delay-1, Delay-2, Delay-3,Control Physical dimensions Length 16.5" Diameter 4.00" Weight 15.5 lbs The Government intends to award a firm fixed price Purchase Order on or about May 13, 2022, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 3:00PM central time, May 12, 2022. Information received will be considered solely for determining whether to conduct a competitive procurement.
