This Solicitation is a Request for Quotations, utilizing simplified acquisition procedures. The Government anticipates awarding a Firm Fixed-Price construction purchase order. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), U.S. Vegetable Laboratory (USVL), Charleston, SC location has a requirement for a shingled roof replacement for building 46. The NAICS code for this requirement is 238160 – Roofing Contractors with a size standard of $16.5M. The solicitation is a Total Small Business Set-Aside. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of the project is estimated to be Less than $25,000. USDA, ARS, USVL is seeking contractor to provide all resources necessary to accomplish the services described in the Statement of Work (SOW). Work includes but is not limited to knowledge of shingled roofing systems and structures, debris removal, wood roof decking, flashing, facia, trusses, travel, and labor. Building’s roof area is 3,966 square feet. Job will include roof decking, starter, and ridge cap shingles. Must match Desert Tan color shingles. All work shall be performed in strict accordance with the Statement of Work (SOW), terms, conditions, drawings, and specifications contained in the solicitation documents. Site Visit. To arrange a site visit, offerors should contact Robert Simmons at (843)906-0333 to arrange a site visit. All questions pertaining to this solicitation must be submitted in writing to monte.jordan@usda.gov by close of business, Friday, April 22, 2022. Questions that are not submitted in writing or that are not submitted by close of business April 22, 2022, may not receive a response. NO phone calls will be accepted. Questions/answers discussed at the site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment. Offer Submission: Interested parties should submit an offer in accordance with the requirements of the solicitation. Responses to this solicitation should be sent by email only in electronic format to the Contract Specialist. All submittal and deadline requirements shall be met by use of email: monte.jordan@usda.gov. Please include a detailed breakdown of price with various cost elements (e.g., materials, overhead, labor, sub-costs, etc.) Additional quotation instructions can be found in Section L. Deadline for submission of offers shall be Tuesday, April 26, 2022, no later than 3:00 p.m. Central Daylight Time. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (beta.sam.gov). Amendment 0001 issued to provide answers to questions submitted by interested contractors. Q1. Can you tell me how old the roof is? Also, when will the final decision be made? A1. Per the Location Monitor (LM) at the U.S. Vegetable Laboratory, Charleston, SC location, the roof is 20+ years old. Once submission of offers deadline passes, quotations received within offers submission deadline will be reviewed. Q2. One more question, can you explain this in Layman's terms please?
