Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Johnson Controls, Inc., 1141 Remount RD STE 400, North Charleston, South Carolina 29406-3550, as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following services: FIRE ALARM MONITORING SYSTEM AT THE CHARLESTON, SC LOCATION-BASE PLUS 4 OPTION YEARS FOR: -FIRE ALARM MONITORING, SERVICE, INSPECTION, PROGRAMMING, TESTING, TRAINING AND UPGRADING FOR THE CURRENT SIMPLEX GRINNELL FIRE ALARM SYSTEM AT THIS LOCATION. THIS INCLUDES BUILDING ALARM PANEL, SPRINKLERS, SMOKE DETECTORS, AND TRAINING. The 4100, 4010, 4020 and TruSight series Fire Alarm Systems are microprocessor-based systems, which operate on a life safety software program, which is proprietary to SimplexGrinnell. This program is specially designed to meet the operational requirements. There is no commercially available education manuals available from which a non-SimplexGrinnell factory trained technician can qualify to field edit programs, change labels or functionality, or operate the system as required to service or even fully test the system properly. The software is retained in “read only” memory to allow password-protected field editing by factory trained, authorized personnel. Also, all system circuit boards are manufactured by SimplexGrinnell and are not commercially available from any electric supply house. JCI/SimplexGrinnell understands the existing equipment and its design and layout. All work on these systems is required to be carried out by Johnson Control’s certified technicians. Johnson Control’s is the manufacturer and installer of this equipment. They require service be performed by technicians that have been trained on Johnson Control’s systems and have the knowledge needed for sequence of operation and architecture of the controls. The Government intends to award a firm fixed price Purchase Order on or about 03/30/2022. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 12:00 PM central time, 03/28/2022. Information received will be considered solely for determining whether to conduct a competitive procurement. Solicitation Number: 12405B22Q0043 Notice Type: Sources Sought Synopsis: The United States Department of Agriculture (USDA), Agricultural Research Service, Charleston, SC is requesting information regarding the capability to provide annual service agreement to maintain Johnson’s Control (formally Simplex-Grinnell) Fire Alarm System. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement in accordance with the attached SOW. Responses to this notification will help to determine the acquisition strategy for any future solicitation.
