This Solicitation is a Request for Quote, utilizing simplified acquisition procedures, for a firm fixed priced construction purchase order. The USDA ARS requires that all labor, supervision, tools, and materials be provided to Clean Metal Roof on Building 38 at USDA ARS Southern Horticulture Research Unit at Poplarville, MS. All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in the solicitation documents. Participants will meet at: USDA ARS Southern Horticulture Research Unit 810 Hwy 26W Poplarville, MS 39470 For the site visit, we ask the following: The names of any visitors, and whether or not they are US citizens (if not, they should bring a passport) All visitors should keep with them a copy of the Certification of Vaccination form (included as a separate attachment to the solicitation). All visitors must wear a mask at all times indoors, or outdoors when within 6 feet of any other person. Quote must be received not later than 2:00 p.m. Central Time Friday, February 11, 2022. Quote must be in writing and emailed to: Jessica Pacheco, Contract Specialist USDA ARS SEA AAO jessica.pacheco@usda.gov Please include a detailed breakdown of price with various cost elements (e.g. materials, sub-costs, controllers, etc.) Additional quote instructions can be found in Section L. All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to jessica.pacheco@usda.gov by Thursday, February 3, 2022. Questions that are not submitted in writing or that are not submitted by February 3, 2022 may not receive a response. Questions/answers discussed at the site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment.

The USDA, Agricultural Research Service (ARS) Southeast Area (SEA), Southern Horticulture Research Unit has a requirement to Clean Metal Roof on Building 38. This project is located at 810 Hwy 26W, Poplarville, MS 39470 to include: All equipment, materials, labor and hardware to clean the standing seam metal roof on Building 38 (approximately 32,000 SF) and remove all dirt, dust, mold, and mildew from its surface without the use of high-pressure sprayers. USDA ARS SEA intends to issue a Request for Quote for a firm fixed priced construction purchase order. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 238160 with a sizestandard of $16.5 M. Contractors shall not directly contact the facility to discuss this requirement. The magnitude of the project is estimated to be between $25,000 and $100,000. During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions.
