The USDA, Agricultural Research Service (ARS), has a requirement to provide all necessary equipment, labor, materials, supplies, and related transportation for installation of an underground electrical distribution system in Mayaguez, Puerto Rico, Tropical Agriculture Research Station. A detailed description of the required system is included in the attached drawings/specifications. The NAICS code for this requirement is 238210 and is being set-aside and competed between qualified small businesses. Contractors shall not directly contact the facility to discuss this requirement.A site visit will be scheduled for interested contractors. A site visit notice will be posted shortly and will include the date and time for the visit. Proposals must be submitted to the Contracting Officer, Randal Barnett, via email at randal.barnett@usda.gov. It is the contractor's responsibility to insure its proposal and any supporting documentation is RECEIVED by the Contracting Officer in a timely manner. The USDA Agricultural Research Service (ARS) is conducting a market survey to identify the availability and interest of qualified Small, Small Disadvantaged, Small Service-Disabled Veteran-Owned, Historically Underutilized Business Zones, and certified 8(a) firms and large businesses as potential sources to install underground electrical power distribution at the USDA ARS Tropical Agricultural Research Station in Mayaguez, Puerto Rico. The associated North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors. The Small Business Size Standard is $16.5 million. The following information is provided to assist the ARS in conducting Market Research to identify potential contractors for this effort: The government is seeking capability statements from businesses capable of performing this underground electrical power distribution project. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Place of Performance: USDA ARS Tropical Agricultural Research Station Mayaguez, Puerto Rico 00680 Respondents shall furnish sufficient technical information necessary for the Government to conclusively determine that they are capable of meeting the technical requirements identified above.
