This is a combined synopsis/solicitation for commercial items with commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation 12405B21Q0158 is being issued as a Request for Quotation. The associated North American Industrial Classification System (NAICS) code for this procurement is 333921 – Elevator and Moving Stairway Manufacturing. This notice and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The USDA/ARS/SEA, Subtropical Horticulture Research Station (SHRS) Miami, FL location is seeking contractor to provide: One 12-month elevator maintenance agreement – examine, maintain, adjust, and lubricate the equipment to promote the proper operation of those units. Includes the repair or replacement of any covered components. Work must be performed in strict accordance with attached Statement of Work (SOW). DOCUMENTS TO BE INCLUDED IN QUOTATION: In order to be considered for award, Offerors shall respond by: Providing a quotation on company letterhead addressing all the requirements of the RFQ, clearly note per item pricing, shipping/handling/delivery costs, and be valid for at least 60 days after receipt of quote. Standard Form (SF) 18 – Complete Blocks 11(c), 11(d), 11(e), 11(f), 13(a), 13(b), 13(c), 13(d), 13(e), 13(f), 14, 15, 16(a), 16(b), and 16(c). Please include DUNS Number. Have an Active SAM.gov registration and complete the Representation in FAR 52.204-24; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.beta.sam.gov. FAR clauses 52.212-1, 52.212-2, 52-212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. The government anticipates award of a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2 considering three major areas: price, technical acceptance, and past performance. Quotations will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quotation meets the best value as a whole. The Government has the discretion to accept other than the lowest price quotation that provides additional benefits. QUOTE SUBMISSION: All sources wishing to furnish a quotation must respond no later than 4:00 p.m. Central Daylight Time (CDT), Wednesday, September 8, 2021.
