This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation 12405B21Q0155 is being issued as a Request for Quotation. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 - Landscaping Services with 7.5 Size Standard in millions of dollars. This notice and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The USDA/ARS/SEA, Mississippi State, MS location is seeking contractor to provide: The objective of this project is to trim 20 designated trees on the USDA/ARS/SEA, Mississippi State, MS campus property to include dead wood and sucker limbs, lower and directional limbs. All debris is to be removed from property and disposed of in a proper, legal manner. The location of the property is at the USDA/ARS/SEA, Mississippi State, 606 Spring Street, Mississippi State, MS 39762 and USDA/ARS/SEA, Mississippi State, 150 Twelve Lane, Mississippi, State, MS 39762 locations. Work must be performed in strict accordance with attached Statement of Work (SOW). SITE VISIT: A mandatory site visit is required. Potential offerors are to coordinate a site visit with the Location Point of Contact (LPOC) Greg Porter and be escorted by Mr. Porter or his designee to confirm locations, dimensions, and conditions of the project before a quotation is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The government anticipates award of a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2 considering three major areas: price, technical acceptance, and past performance. Quotations will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quotation meets the best value as a whole. The Government has the discretion to accept other than the lowest price quotation that provides additional benefits.
