The U.S. Department of Agriculture proposes to award a firm fixed price contract to provide all materials, labor, and equipment to Install Building Automation Controls” for Building #12 at ARS MS State. This project is located at Building 12, USDA-ARS MS State at 606 Spring Street, MS State, MS 39762. This solicitation document incorporates those provision and clauses in effect through Federal Acquisition Circular 2021-06. The contractor shall provide all equipment, materials, labor, hardware, software, and licenses necessary to install a Honeywell web-based JACE System, or approved equal, for Building 12 at USDA-ARS, MS State. This project will include providing the necessary means to integrate the existing JCI system into the new system. The new system shall have a contractor installed and generated graphics based JACE Supervisory Control front-end interface that is accessed using a web browser and shall be fully functional as a stand alone means to monitor and control the heating and cooling systems in Building 12. The software and graphics shall be installed on a USDA provided computer. The Davis-Bacon Act Wage Determinations will be incorporated into this contract. In accordance with FAR 36.204 the estimated magnitude of this project is less than $25,000. A site visit has been scheduled for August 4, 2021 at 10:00 AM CST.
