This Solicitation is a Request for Quote, utilizing simplified acquisition procedures, for a firm fixed priced construction purchase order. The U.S. Deparment of Agriculture (USDA), Agricultural Research Service (ARS), National Peanut Research Laboratory (NPRL) facilities in Dawson, GA has a requirement for Switchgear and Panel Replacement at a Shelling Plant. The contractor will provide all necessary labor, supervision, equipment tools, and materials to accomplish the requirements. All work shall be performed in accordance with the terms, conditions, and specifications contained in the solicitation documents and its attachments. A site visit may be arranged by contacting the Location Monitor, Hector Rodriguez by email at Hector.Rodriguez@usda.gov or by phone at (229) 995-7418. Site visits must be scheduled in-advance. Please be prepared to wear a face mask and practice appropriate social distancing during a site visit. Quotes must be received not later than 2:00 p.m. Central, September 08, 2021 Quote must be in writing and emailed to: Nicholas D. Langley, Contract Specialist USDA ARS SEA AAO Nicholas.Langley@usda.gov QUOTE MUST BE ANNOTATED AS SUCH AND REFERENCE THE SOLICITATION NUMBER. Contractor shall provide a detailed Quote, which includes a breakdown that contains costs for materials, labor, and equipment,bond, insurance, etc. in order to fully and successfully complete the Statement of Work. Please review quote submission requirements described in Section L.7, evaluation factors arelisted in Section M. In accordance with FAR 36.204 the estimated magnitude of this project is between $100,000 and $250,000. All questions pertaining to this solicitation, including questions that arise during a site visit, must be submitted to Nicholas.Langley@usda.gov by July August 11, 2021at 2:00 p.m. Central. Questions that are not submitted in writing or that are notsubmitted by August 11, 2021 at 2:00 p.m. Central may not receive a response. Questions/answers discussed at a site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment. Amendment 001 is issued to: 1. Provide Questions & Answers. 2. Attach photos referenced in Questions #6 & #7. 3. Update the SOW with additional photos. 4. Update the Solicitation Posting, Request for Quote document, and the Construction RFQ Provisions to extend the quote due date. 5. Attach list of site visit attendees. The previous Request for Quote document, Construction RFQ Provisions document and SOW have been deleted as they have been superseded. Amendment 002 is issued to: 1. Provide updated answers to questions received. Amendment 003 is issued to: 1. Update the Statement of Work to clarify the need for the existing switchgear to be replaced by switchgear and provide additional information regarding the requirements. 2. Extend the due date for quotes to September 8, 2021 at 2:00 p.m. Central 3. Update the Construction RFQ Provisions and Request for Quote documents to reflect the updated due date. The previous SOW, Construction RFQ Provisions, and Request for Quote document have been deleted as they have been superseded. Amendment 004 is issued to: 1. Update the Statement of Work to clarify a 65KAIC or better is required rather than a 200KAIC which was mis-stated previously. The previous SOW document has been deleted as it has been superseded.
