This Solicitation is a Request for Quote, utilizing simplified acquisition procedures, for a firm fixed priced construction purchase order. The USDA ARS requires that all labor, supervision, tools, and materials be provided to complete the Miscellaneous Projects at the USDA-ARS facilities in Florence, SC. All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in the solicitation documents. Quote must be received not later than 1:00 p.m. Eastern Time June 24, 2021. Quote must be in writing and emailed to: Nicholas D. Langley, Contract Specialist USDA ARS SEA AAO Nicholas.Langley@usda.gov As noted in Section B.5, please include a detailed breakdown of price with various cost elements per line item (e.g. materials, sub-costs, controllers, etc.) PLEASE REVIEW QUOTE SUBMISSION REQUIREMENTS DESCRIBED IN SECTION L.8, EVALUATION FACTORS ARE LISTED IN SECTION M. All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Nicholas.Langley@usda.gov by May 20, 2021. Questions that are not submitted in writing or that are not submitted by May 20, 2021 may not receive a response. Amendment 001 is issued to: 1. Update the Statement of Work to clarify that the number of windows in building 1 that require replacement is 15 instead of 20. 2. Attach the Updated Wage Determination, the previous wage determination has been removed as it is out-of-date. 3. Attach the list of site visit attendees. 4. Extend the due date for quotes to Thursday June 03, 2021 at 1:00 p.m. Eastern. and attach the updated Construction RFQ Provisions -Clauses with the updated due date. The previous SOW, Construction RFQ Provisions - Clauses, and Construction Wage Determination hav been deleted as they have been superseded. Amendment 002 is issued to: 1. Update the Statement of Work to remove the gravel field road repairs, remove the 2 heat pump repairs in bldg. 1, make the replacement of lights in bldg. 4 an add alternate, and remove the previous SOW as it is out of date. 2. Attach the updated Construction RFQ Provisions - Clauses with the updated line items, updated due date, and adding offer guarantee requirements & provisions for quotes expected to exceed $150,000 and and performance bond requirements & clauses awards exceeding $150,000. 3. Extend the due date for quotes to Thursday June 24, 2021 at 1:00 p.m. Eastern and attach the revised SF-18 reflecting the changes above. The previous SOW, Construction RFQ Provisions - Clauses, and SF-18 have been deleted as they have been superseded.

The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Coastal Plain Soil, Water and Plant Research Center in Florence, SC has a requirement for Miscellaneous Projects to include: Replace windows in Bldg. 1 Replace ceiling tiles in Bldg. 1 Repair the gravel field road Restroom renovation in Bldg. 2 Replacement of 2 heat pumps in Bldg. 1 Replace 4 door awnings on Bldg. 2 Replace lights in Bldg. 4 Paint exterior doors of Bldgs. 1, 2, 3, 4, Mobile Offices and Chemical Shed USDA ARS SEA intends to issue a Request for Quote for a firm fixed priced construction purchase order. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 236220 with a size standard of $39.5M. Contractors shall not directly contact the facility to discuss this requirement. During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions. A site visit has been scheduled for Wednesday May 12, 2021 at 10:00 a.m. Eastern. Participants will meet at: USDA ARS Coastal Plains, Soil, Water, and Plant Research Center 2611 West Lucas Street Florence, SC 29501 Pre-registration to attend the site visit is required no later than Tuesday May 11, 2021 at 4:00 p.m. Eastern. Wearing of face masks and practicing of social distancing is required at the site visit. The Government anticipates issuing an RFQ for this requirement around May 12, 2021. This notice does not commit the U.S. Government to contract for these services.
