Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Johnson Controls Inc. 5757 N Green Bay Ave; Milwaukee, WI, 53209-4408 as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following product/services: USDA-ARS, Stoneville, MS has a need for an annual service agreement to maintain York Chillers and METASYS BAS Controls. Service for the (2) York 500 Ton Chillers and the METASYS BAS Controls at the USDA-ARS, Stoneville, MS for the period of 11/01/2020-10/30/2021 Specifications: SERVICE CONTRACT FOR THE MAINTENANCE ON THE YORK CHILLERS LOCATED AT BLDG 2. (1) MODEL NO. YKEET06-CPS, SERIAL NO SATM822010 (2) MODEL NO. YKESE006-CRG, SERIAL NO SATM947150. SERVICE AND EMERGENCY REPAIR INCLUDE PARTS, LABOR, REFRIGERANT AND TRAVEL The systems that Johnson Controls will maintain are the York Chillers and METASYS BAS Controls. The York Chillers and the METASYS BAS Controls work together as one component and only qualified York/BAS technicians can operate and repair the METASYS BAS Controls. Without Johnson Controls servicing the METASYS BAS Controls, the York Chillers would not operate. Johnson Controls is the only vendor that can provide the updates to the METASYS BAS Controls, no other vendor has rights to the software. Johnson Controls is the only vendor with certified York/BAS technicians that can service the York Chillers. The service provided by Johnson Controls continues to be exemplary. Similar services have been performed for the USDA-ARS for past years, and the price offered by Johnson Controls is determined to be fair and reasonable. After conducting market research, Johnson Controls is the only known vendor that has the technicians allowed to service York/BAS units and systems. Johnson Controls of Memphis, TN is the only dealer for this area represented for York. The Government intends to award a firm fixed price Purchase Order on or about November 6, 2020, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 12:00 PM central time, November 6, 2020. Information received will be considered solely for determining whether to conduct a competitive procurement. Pricing information provided is for estimation purposes only. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested vendor, please provide the following information: 1) Business name and point of contact; 2) DUNS number and CAGE code; 3) business size; and 4) a brief statement of Capability (no more than three pages) which demonstrates the ability to meet the specialized work requirements above.
