The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Dale Bumpers National Rice Research Center (DBNRRC) in Stuttgart, AR., has a requirement to completely replace the damaged walls with light gauge metal stud wall framing, insulated, with ½” thick plywood covered with FRP panels on the lower 4 feet, and ½” water resistant drywall on the upper sections. Particular attention shall be given to the electrical wiring, switches, outlets within the wall and the conduit, piping, shelving, and other brackets that have been attached to the walls over the years. All these aforementioned appurtenances shall be accommodated during the wall replacement as best as practical and shall be reattached. All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Huron Virden, huron.virden@usda.gov within 3 days of the site visit. Questions that are not submitted in writing or that are not submitted within 3 days of the site visit may not receive a response. Questions/answers discussed at the site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment.

The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Dale Bumpers National Rice Research Center in Stuttgart AR., has a requirement to Replace damaged walls in the Boiler Room and the Mechanical Room. The work consists of but is not limited to: The contractor shall completely replace the damaged walls with light gauge metal stud wall framing, insulated, with½" thick plywood covered with FRP panels on the lower 4 feet, and½" water resistant drywall on the upper sections, at the Dale Bumpers National Rice Research Center in Stuttgart AR. USDA ARS SEA intends to issue a Request for Proposals for a firm fixed priced construction contract. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 236220 with a size standard of $39.5M. Contractors shall not directly contact the facility to discuss this requirement. During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions. This notice is issued solely for information and planning purposes - it does not constitute the Request for Proposal (RFP). The Government anticipates issuing an RFP for this requirement on about Aug 26, 2020. This notice does not commit the U.S. Government to contract for these services.
