The work consists of but is not limited to: The contractor shall provide all professional services necessary to replace five (5) HVAC units at the Coastal Plains Soil, Water, and Plant Research Center in Florence SC. The contractor shall include all services and field labor, equipment (including cranes, rigging, and digging equipment if needed), materials, testing and personal protective equipment necessary to perform the work. Proposal MUST be received not later than 3:00 p.m. COB, September 10, 2020. Please include a detailed breakdown of price with various cost elements (e.g. materials, sub-costs, controllers, etc.) Additional proposal instructions can be found in Section L. All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Huron Virden, huron.virden@usda.gov by September 02, 2020. Questions that are not submitted in writing or that are not submitted by September 02, 2020 may not receive a response. Questions/answers discussed at the site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment.

The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Coastal Plains Soil, Water, and Plant Research Center in Florence SC., has a requirement to Replace five (5) HVAC Units. The work consists of but is not limited to: The contractor shall provide all professional services necessary to replace five (5) HVAC units at the Coastal Plains Soil, Water, and Plant Research Center in Florence SC. The contractor shall include all services and field labor, equipment (including cranes, rigging, and digging equipment if needed), materials, testing and personal protective equipment necessary to perform the work. USDA ARS SEA intends to issue a Request for Proposals for a firm fixed priced construction contract. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 238220 with a size standard of $16.5M. Contractors shall not directly contact the facility to discuss this requirement. During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions. This notice is issued solely for information and planning purposes - it does not constitute the Request for Proposal (RFP). The Government anticipates issuing an RFP for this requirement on about Aug 11, 2020. This notice does not commit the U.S. Government to contract for these services.
