Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement 2 Tower Place, Suite 2000, South San Francisco, CA 94080 as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following product/services: USDA-ARS, Miami, Florida has a need for 12 month Fluidigm Biomark HD Standard Service Plan for our Fluidigm Biomark HD system including proprietary configuration and quality certification with on-site preventative maintenance, tier 2 on-site response, priority phone and email technical support, software updates, and Fluidigm parts, label and travel.. Fluidigm is the sole manufacturer and seller of Fluidigm instruments, parts, and service including the Fluidigm Biomark HD system that we have in the lab. They are the only systems on which we perform SNP genotyping and gene expression. We do not outsource as we are a genotyping facility, need in house analysis, and it is more expensive. We have published multiple peer-reviewed articles specifically using this system and are in the middle of multiple projects servicing multiple collaborators using the Biomark HD that require this proprietary service. The Government intends to award a firm fixed price Purchase Order on or about September 22 ,2020, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, September 21, 2020. Information received will be considered solely for determining whether to conduct a competitive procurement.
