Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to LeeAgra Inc., 117 E. 70th St. Lubbock TX, 79404, as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following product: LEE Spider DP, Hyd paralleling arm, lift real, solution tank with pump 150gl.Boom 30ft, manual fold, controller package, 3 high pressure 300PSI with the capabilities of: 4wd diesel-powered small light weight (3,000-4,500 pounds) plot research self-propelled sprayer with maximum 150-gallon spray tank that adjust to the different heights and widths of our research plots in our quarantine farm located in ST. Croix, VI. The equipment will be used primarily in corn, sorghum and beans. Because of the differences in height between growth stages the equipment must be able to increase and decrease its working height. The equipment must have a working width ranging from 36 to 80 inches and must be able to manually adjust its height up to maximum of 72 inches of underframe clearance. The proposed vendor is the only that has the equipment needed that can meet all the specific requirements for the job. Other vendors have similar equipment, but they are either too big or they cannot be adjusted. LeeAgra is the sole manufacturer and distributor. The Government intends to award a firm fixed price Purchase Order on or about September 13 ,2020, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, September 12, 2020. Information received will be considered solely for determining whether to conduct a competitive procurement.
