Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Cherokee Fabrication Co. 13244 Hwy 280 E Salem, AL 36874 as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following product/services: The Cotton Ginning Research Unit in Stoneville, MS has a need for a Regal Lint Cleaner manufactured by Cherokee Fabrications. This lint cleaner is for installation in the CGRU microgin. The minimum specifications are: 1) 18 inch wide lint cleaner 2) Equipped with a Regal Lint Cleaner style feed works in which cotton is transferred from the condensing cylinder to the saw cylinder without requiring a sharp turn across the nose of the feed plate. The batt feeds directly onto the saw without changing direction. 3) Controlled batt condensing cylinder 4) A rolling feed bar and splined roller removes the batt from the condenser drum. The 18 inch wide Cherokee Regal Lint Cleaner for installation in the CGRU microgin. This lint cleaner has a unique feed arrangement in which the controlled batt feed works does not necessitate the cotton to make a sharp turn in transferring from the condensing cylinder to the saw cylinder. In this arrangement the condensing cylinder rotates in the opposite direction of the saw cylinder so the lint does not make a hairpin turn on the feed plate. The lint cleaner must be equipped with guards and interlocks to prevent unsafe operation. Cherokee Fabrication is the sole manufacturer and seller of the Regal Lint Cleaner. The Regal Lint Cleaner has a unique proprietary feed works design which is needed for carrying out the objectives of the research unit. Other vendors can provide 18 inch wide saw lint cleaners, however they are of the standard feed works design which is already represented in the research unit equipment. The research unit is equipped with multiple lint cleaners representing all commercially available designs of saw lint cleaners with the exception of the Regal Lint Cleaner. The Government intends to award a firm fixed price Purchase Order on or about September 10 ,2020, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, September 9, 2020.
