Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Clarke Mosquito Control Products, Inc., 675 Sidwell Ct., St Charles, IL 60174, as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following product: Buffalo Turbine Sprayer - Public Health Model This company is the exclusive company to offer the public health model of the Buffalo Turbine sprayer. This sprayer is unique as it will spray vertical up to 125 feet with up to 450-600 feet horizontal, and the effective swath of 200-300 feet. Liquid tank models are engineered specifically for liquid larvicide applications. We have used this Buffalo Turbine Public Health model in our research, and want to maintain the continuity of research. Buffalo Turbine Company has entered a partnership with Clarke Mosquito Control and Services as of October 2016 to distribute the Buffalo Turbine sprayer line for the United States and Caribbean. The contractor is the only known provider of the required product. The Government intends to award a firm fixed price Purchase Order on or about September 10 ,2020, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, September 9, 2020. Information received will be considered solely for determining whether to conduct a competitive procurement.
