This is a Request for Quotation (RFQ) for construction services. The USDA, ARS, Sugarcane Field Station seeks construction services necessary refurbish parquet floors and paint the interior of the Administrative Building located at the USDA-ARS Sugarcane Field Station, 12990 Hwy 441N, Canal Point FL. 33438. The solicitation number is 12405B20Q0046 and is issued as a request for quotation (RFQ). The NAICS code is 236220 Commercial and Institutional Building Construction. The contractor shall include all services and field labor, equipment (including cranes and rigging equipment), materials, testing and personal protective equipment necessary to perform the work. No Government equipment will be available for use by the contractor. SCOPE OF WORK The Contractor shall provide all material, personnel, equipment, tools, fuel, and other items or services necessary to refurbish the parquet floors and paint the interior of Building 662500B002, Administration Building located at the USDA Sugarcane Field Station, 12990 Hwy 441N, Canal Point, FL 33438. The Contractor is required to provide electronic submittals for all products to be used in the project which include manufacturers’ installation instructions and drawings, for approval. All construction shall be in accordance with submitted instructions and drawings. PHYSICAL SECURITY The Contractor shall be responsible for safeguarding all Government property. The Contractor is required to secure their equipment and supplies prior to lock-down of the facility each day. The Government is not responsible for loss or damage to the Contractor’s equipment during the contract. HOURS OF OPERATION. The Contractor’s scheduled performance of these services must fall within the hours of 7:30 am to 4:00 pm, Monday through Friday, unless previously approved by the Contracting Officer Representative (COR). PROJECT SCHEDULE AND DURATION. The Contractor shall submit schedule for the construction. The Contractor shall have 30 calendar days from the “Notice to Proceed” to complete the project. GOVERNMENT FURNISHED PROPERTY AND SERVICES GENERAL The Government shall provide, without cost, the facilities, equipment, fuel and materials listed below. The Government will provide utilities where available. Government restrooms will be available. The Government will not provide any materials, equipment or fuel. SERVICES The Government will provide, without cost, the services listed below. No Government Services will be provided. CONTRACTOR FURNISHED ITEMS AND SERVICES GENERAL Except for those items or services specifically stated to be Government-furnished in Section 2, the Contractor shall furnish everything required to perform this Statement of Work. The Contractor shall be onsite to accept delivery and unload all material. The Contractor is responsible for removing all construction material, debris, and abandoned appurtenances. The Contractor shall provide all labor, materials, tools, equipment, fuel and services to perform the following work and repairs on the Administration Building. Remove and store furniture from areas where work is being performed. Remove and dispose of vinyl baseboards and wood baseboards in the work areas. Remove and dispose of wallpaper covering in kitchen area, men’s restroom and women’s restroom. Repair and sand smooth any damaged dry wall in the work areas. Remove finish from parquet wood floor in reception area by sanding down to wood. Stain wood flooring. Coat wood floor with polyurethane. Clean walls, doors and other items that are being painted. Prime walls, doors and other items that are being painted. Apply two coats of paint to walls, doors and other areas designated to be painted. Contractor shall provide color samples for Government selection. Supply and install new vinyl baseboard in entry way, hallway, kitchen and restrooms. Contractor shall provide color samples for Government selection. Provide, stain and polyurethane new wood baseboard for reception area. Contractor shall match the profile/shape of the existing baseboard. DEFINABLE FEATURES OF WORK Furniture Removal and Storage The Contractor shall be responsible for removing, storing and replacing furniture and wall hanging items in the designated work areas. The USDA will be responsible for removing electronic items, office items and small appliances from the counters, desk and storage cabinets. The USDA will not remove the paper files from filing cabinets. The Contractor will supply an onsite storage container that will be located in the parking lot near the administration building. The furniture will be stored and secured in the storage container during the duration of the work. The storage container shall not leak or flood. The storage container shall be secured with a locking door. After work has been completed the Contractor shall move the furniture back into the building, and set the furniture according to the direction of the USDA. Demolition The Contractor shall remove and dispose of the vinyl baseboards and the wood baseboards in the designated work areas. The Contractor shall remove and dispose of the window treatments in the designated work areas. The Contractor shall remove the wallpaper covering in the kitchen, men’s restroom and the women’s restroom. Wall Board Repair The Contractor shall repair any holes, dents, cracks or other blemishes to the drywall in the work areas. All repairs will be finished to match the surrounding wall surface in texture and plane, i.e., no bumps, hills or valleys. Any texture that remains after the wallpaper removal shall be removed or sanded flat. Wood Parquet Floor Refinish The Contractor shall remove the existing wood floor finish and stain down to the bare wood. The Contractor shall sand and polish the wood floor to a flat and even finish, including the edges and corners. The Contractor shall repair and fill any wood floor areas that cannot be corrected by sanding and polishing. The Contractor will clean the floor thoroughly, removing all dust and dirt that may blemish the new floor finish. The Contractor shall stain the floor. Submit color samples for Government selection. The stain will be applied evenly across the floor so that no areas are darker or lighter than other areas. The Contractor shall apply three coats of clear polyurethane finish to protect the floor. The polyurethane shall be applied evenly across the floor to give a smooth, flat finish. Wall Paint The Contractor shall clean all wall, door and trim surfaces prior to painting. The glass doors, restroom doors and supply closet doors will not be painted. The Contractor shall use damp rags and mild cleaners to clean the walls and surfaces of dust, dirt, grime and grease. The Contractor shall use brushes and paint rollers to apply one coat of primer to all wall, door and trim surfaces prior to painting. The Contractor shall use a primer product such as “Behr Drywall Plus Primer Sealer” or an equivalent product. The Contractor will adhere to the product manufacturer’s directions regarding application techniques and drying times. After the primer has been applied and had time to dry, the Contractor shall apply two coats of semi-gloss wall paint to all wall, door and trim surfaces. The Contractor shall use brushes and paint rollers to apply the paint. The Contractor shall use a product such as “Behr Premium Plus “Antique White (the contractor shall consult with the USDA when making the paint color selection) or an equivalent product. The paint shall be applied at a rate of at least 1 gallon per 400 square feet. The paint shall be applied evenly with no bleed through, drips, runs, or application marks. The Contractor will use drop cloths to keep paint off the flooring. The Contractor shall clean up immediately any spill or paint misapplication. Vinyl Baseboard The Contractor shall supply and install vinyl baseboard in the entranceway, hallway, kitchen, men’s room and women’s room. The complete perimeter of each room shall have base board, with no gaps, short pieces or unfinished corners. The baseboard shall have preformed corner pieces. The Contractor shall consult with the USDA to determine the color and style of vinyl baseboard. The Contractor shall use vinyl baseboard adhesive to attach the material in place and shall clean up any spills or excess glue. Wood Baseboard The Contractor shall provide wood baseboard in the reception room. The baseboard shall cover the entire perimeter of the room. The Contractor shall use solid base board pieces for each wall run, no more than one joint per wall and no short pieces. The baseboard shall match the existing baseboard profile/shape, height and thickness. The Contractor shall sand, stain and polyurethane the baseboard to match the parquet wood floor color.
