Looking for possible sources for the following: Statement of Work: The work will be the management, processing, and optimization of high-throughput data collected from a proximal sensing cart and a drone. Sensors mounted on the cart and drone include: 1. canopy reflectance, and 2. canopy temperature, while on the cart only, canopy height is collected. High precision RTK-GPS is used for acquiring coordinates that are associated with the data collected. The service will involve optimization of the sensor location and angle, the proximity to the canopy adjusted, and the best time of day of data collection determined. The focus will be on the adjustment and “ground-truthing” of the sensors employed on the cart, the design of a pipeline for geospatial data processing, and the acceleration of the data processing steps. The open-source Quantum Geographic Information System (QGIS) (www.qgis.org) will be used to manage the geospatial data generated. Software tools in the python language will be developed to: translate longitude/latitude data to the UTM coordinate system, transform data from the sensor positions in order to take into account the direction of travel of the cart in the field, define the polygons that define the data collected from each plot in a field—excluding edge effects, calculate means of data within each polygon for each sensor, and assign a plot number to each mean of the data points in a plot. The results from the proximal sensing cart will be compared to data collected from a drone and from hand-held devices. Must have at least 2 years prior experience with this type of work and these systems. This will be an 8 month contract in the USDA/ARS facilities in Mayaguez, Puerto Rico. The NAICS code for this requirement is 541990; the small business size standard is $15 Million.
