Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to CC Lynch and Associates Inc., 300 Davis Ave., Pass Christian, MS 39571-4542, as they are the sole source for this type of instrument pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be for five (5) ISCO 6712 full-size portable water samplers with the complete telemetry system, including the following: (5) 6712 Full-size Portable Sampler. Includes controller, top cover, center section, base, distributor ann, two pump tubes, instruction manual, and pocket guide. Does not include bottle configuration kit. (5) 4-bottle Configuration for 6700 Series Full-size Portable Sampler. Includes four glass I-gallon round bottles with PTFE lined caps, bottle locating rack, and n.vo discharge tubes. (5) 674 Rain Gauge. Tips every 0.01 inch of rainfall. Tipping bucket rain gauge with 50 ft. cable and connector for use with a 4100 Series Flow Logger, 4200 Series Flow Meter, or 6700 Series/Avalanche Sampler. Includes instruction manual. (5) 730 Module with 1/8 inch x 25 ft. vinyl bubble line. Includes instruction manual and coupon for free lsco Open Channel Flow Measurement Handbook. Bubble tube mounting hardware sold separately. (5) 2105ci CDMA Serial Over IP modem module with 60-2004-550 dual band magnetic mount antenna. Requires customer-supplied static IP address service contract with Verizon. (5) 3/8 inch stainless steel strainer, low flow. (5) 3/8 inch vinyl suction line - 100 ft. Includes tubing coupler. (5) Model 948 Lead-Acid Battery. Rechargeable, 12 VDC, 45 amp-hours. For use with lsco GLS, 3700, 6100, and 6700 Series Portable Samplers and 4200 Series Flow Meters. Recharge using battery charger, part number 341-0118-12. (5) 50 Wall Solar Panel Arrangement with Panel. Regulator, Cables (5) XL60 Degree Trapezoidal Flume with Staff Gauge, Molded Cavity with SIS (5) Bubble Pipe StormBox StonnBox Fiberglass Equipment Enclosure with Rain Gauge Mount. Installation, materials and Startup of Equipment. Earthwork required to channel flow to and from flume by others Shipping included. The proposed vendor is the only known provider of this equipment. The Government intends to award a firm fixed price Purchase Order on or about August 29, 2019, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, August 28, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
