Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Physiologic Instruments, Inc., 12335 World Trade Dr. Ste. 6, San Diego, CA, 92128-3783, as they are the sole source for this type of instrument pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be for the purchase of a Full 8-Channel EasyMount Ussing Chamber System based on the the P2300 chamber which uses the P23xx series slider to mount both cell culture inserts and a wide variety of tissues. Working chamber volumes are 2-7 mL. with the following included: (1) VCC MC8-8S voltage/current clamp (1) optiGain for switching gain and fluid resistance ranges (8) DM_MC6 Input Modules with Dummy Membrane (1) EM-CSYS-8 Chamber System (1) 8-Channel EasyMount Chamber Stand (8) P2300 Chambers with 1.0 cm2 aperture (8) P2020-S Electrodes Sets (8) P2060 Air Valves Sets (8) P2024-40 Electrode Lead Sets (8) P2300-caps (chamber caps) (2) P2020-S extra electrode sets (3) P2023-100 electrode tips (100/bag) (16) FN15 Filling needles. (1) GWB1 Gas Washing Bottle (1 L) (1) TK-7 Tubing and setup kit. (1) A&A II data acquisition package version 2.3.8 with U100 USB interface 9.50 mm dia. EasyMount Slider (Tissue Holder) for use with EasyMount Chamber P2300. Round aperture slider with mounting pins for use with tissues such as rabbit intestine and bladder. Area: 0.71 cm^2 Heated water bath with push/pull pump (11.9 L/min output), 6L volume, digital display and setting. Power: 120 VAC, 60 Hz Contrad 70, 1 liter Cleaner for acrylic chambers Warranty: 1 year parts and labor on electronics and metal chamber parts, 6 months on plastic chamber components, 8 weeks on electrodes. Shipping and Handling The proposed vendor is the only known distributor of this equipment. The Government intends to award a firm fixed price Purchase Order on or about August 26, 2019, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, August 23, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
