Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to California Analytical Instruments, Inc., 1312 West Grove Ave., Orange, CA 92865-4136, as they are the sole source for this type of instrument pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be for the purchase of a Model 1512-5 Photoacoustic Multigas Model 1512-5 gas monitor for measuring ammonia, as listed below: • Model 1512-5 Photoacoustic Multi Gas Monitor Standard Accessories & Windows Operating Software Includes calibrated Water Vapor Filter • UA0976 Optical Filter, Ammonia • UA0969 Optical Filter, Methane • UA0985 Optical Filter, Nitrous Oxide • UA0983 Optical Filter, Carbon Dioxide • UA0984 Optical Filter, Carbon Monoxide • Span Gas Calibration Ammonia 0.2-2,000 ppm Methane 0.4-4,000 ppm Nitrous Oxide 0.03-300 ppm Carbon Dioxide 5-5,000 ppm Carbon Monoxide 0.4-4,000 ppm Determination of ammonia in soil and poultry litter samples is needed for current research and for analysis to be consistent among years of the study the same methods and analytical equipment is required. Previous studies utilized a Model 1512-5 Photoacoustic Multigas for these analyses for these samples from this study in previous years. The consistency in the analytical methods used to analyze the poultry samples are required as a scientific standard for making comparison among results at the different years of the study and to previous studies on this subject. The Government intends to award a firm fixed price Purchase Order on or about July 24, 2019, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, July 23, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
