THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1(a)(2), only one responsible source, to: Agilent Technologies, Inc 2850 Centerville Road Wilmington, DE 19808 Description of Requirement: The objective of this sole source award is to procure the following items: Equipment Requirements: 1)Must be compatible with kit-based reagents for analyzing both RNA and DNA samples. 2)Must possess an automated sample loading mechanism. 3)Must possess a minimum of 16 channels to facilitate high throughput sample evaluation. 4)Must exhibit an analysis time of no more than 20 minutes for 16 samples. 5)Must be capable of performing analysis of sample volumes equal to or less than 1 ?l. 6)Must be capable of evaluating samples ranging from 0.035 kbp to 60 kbp in length. 7)Must be capable of evaluating samples with concentrations ranging between 0.01 ng/?l and 100 ng/?l. 8)Must report metrics for sample size, sample concentration, and sample integrity. 9)Must include a laptop computer and all instrument control, data analysis, and reporting software. 10)Must possess a small footprint of no more than 24 inches deep x 12 inches wide. 11)Price must include shipping to destination, minimum one year warranty, installation charges, and instrument training. The NAICS code for this requirement is 334516; the small business size standard is 1000 employees. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 3:00 PM Central Time on September 20, 2019, will be considered by the Government. Responses shall be submitted to Lynn Hults at lynn.hults@ars.usda.gov.
