THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1(a)(2), only one responsible source, to: Lenox Welding, Inc. 1135 Kinard Bridge Road Lenox, GA 31637 Description of Requirement: The objective of this sole source award is to procure the following items: Specifications: One Self-propelled Small Plot Peanut Combine with: Drivetrain: • Wheelbase: 108" Axle to Axle (Do not exceed) • Track: 72" Wheel Center to Wheel Center (Do not exceed) • Drive-Fully hydraulic: two speed hydrostat; low and high speed with reverse • Four-wheel drive with individual motors on each wheel • Engine: 40-50 hp diesel (Kubota, John Deere, Cummins, or Perkins) • Steering: Rear wheel with hydraulic cylinder • Front tires should be at least an 8-ply, 12.4x24 front tire and 6- ply 7x16, D-35 rear. (Note tire size may have to be adjusted) • Fuel Tank: 12-15 gallon capacity Driver's Station: • Driver's station-and also the Bagger's station-Should be mounted on the right side of the combine and the seat should be adjustable • Canopy tops should cover both driver's and Bagger's station. • Driver's station must have gauges indicating status of all vital operating parameters Hydraulic System: • Reservoir tank with cooling system • System will operate hydrostatic drive, cylinders for pick up head, steering, all threshing components; the entire machine is run off of hydraulics. • Variable speed control for vine rollers, concave, and pickup head chain • Filters for hydraulic system shall be easily accessed for maintenance requirements. Electronics: • Electrical system shall be 12VDC negative ground. • Safety cutoff switches shall be mounted on the both the driver's platform and the bagger's platform • Need safety cutoff switches for low oil pressure, high engine coolant temperature, and high hydraulic temperature Pickup Head: • No wider than 41" and needs to be 96" in length • Must use KMC peanut digger/inverter chains and bars • Adjustable gauge wheels • Chain must be adjustable for tension • Must have a hydraulic cylinder on each side of the pickup head to raise and lower head • The head should lift up high enough to be parallel with the longitudinal centerline of the combine; this is to allow proper clearance while loading and unloading from trailer. Shaker Pan and Air Flow: • Shaker pan should be a wash board style pan measuring at 93" long and 38½" wide (can be longer by a few inches but no shorter). • The rear of the pan should be 40" wide x 42" long. (This is the part of the shaker pan where the peanuts fall into the chute and are then blown into a mesh bag). • Main blower fan must have an adjustable air diverter to allow adjustment of longitudinal airflow to reduce unwanted leaves and stems without blowing out pods • Adjustable lateral air flow fan (this fan blows the peanuts through the delivery chute into the bagging attachment) • Must have a screened vent to release dirt and debris at the top of the bagging attachment before entering the bags; screen should be sized to allow dirt and debris to escape without allowing pods to be lost; screen should be easily removable for cleaning. • Must have a drop door or a slide door in the bottom of the delivery chute for cleaning access in case the machine gets stopped up with peanuts • The delivery chute should be 8" wide x 6" long. • The chute should have 2 bagging attachments with a flapped Y-valve to alternate from one attachment to the other. Threshing and Rollers: • Three threshing concaves 12" diameter x 40" wide, studded with threaded 5/8" studs 3½" long that can be removed and replaced if needed. • Threshing concaves should have a shaft no smaller than 1 ½" dia. and roller shafts should be no smaller than 1"; all shafts shall have greaseable bearings • Seven rollers 11" diameter and 40" wide; these rollers are used to transfer the vines to back of the combine. Each roller should have hardened material to keep unwanted peanuts from getting trapped between the rollers and outer wall of the combine • must have a curtain around 24" from concave to make peanuts fall into the shaker pan Bagging: • This machine will not have a bulk bin • The bagging platform should be no smaller than 66" long x 55" wide; platform must fold up and lock into place for hauling • Must have an opening at the bagger's station no smaller than 48" long x 15" wide to allow for inspection of the roller cavity; this opening must be covered with a curtain • Must have curtains in the back of the combine to keep debris within that particular plot; one curtain on each side and one in the very back of the combine General Specifications: • All bolts, nuts, shafts, bearings, chains, etc. must be SAE standard components • The combine must have all necessary safety shields and guards to cover belts and chains; shields and guards must be easily removable • Need two tow hooks in the front and rear of the combine; these hard points will be used for tie down during transportation as well as towing recovery Warranty: • One year warranty for parts, labor and freight to cover Drive train to include Hydraulics, Engine and Hydrostat General Notes: • Existing harvest equipment currently used by the unit must be actually looked at to fully understand what is being quoted on. • During the design process and while the machine is under construction, all changes must be approved by contracting officer. Correspondence concerning design details should be addressed to contracting officer. The NAICS code for this requirement is 333111; the small business size standard is 1250 employees. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement.
