THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1(a)(2), only one responsible source, to: GearJump Technologies LLC 350 Third Street, Unit 315 Cambridge, MA 02142 Description of Requirement: The objective of this sole source award is to procure the following items: Objective: Start the process towards a full pheromone release product for a sticky trap that will be capable of integration with standard or specially designed sticky traps. • Structural prototypes of the controlled release modules will be designed using CAD software, including click-in system components for integrating membranes and/or other elements with structural components. • Numerical simulations will be performed using Computational Fluid Dynamics (CFD) to obtain trends on the release as a function of permeability. • Structural components will be manufactured using 3D printing technology. • Targeted device specification will be provided by USDA, such as reservoir capacity, range and duration of activity. • The device functionality will be tested in an experimental setup at the USDA, as the prototypes need to be tested with parts provided by USDA and tested at the USDA facility. • Provide results on a best effort basis, as hardware implementation and optimization of ant trap is experimental. • Prototypes will be provided to USDA. The NAICS code for this requirement is 334516; the small business size standard is 1000 employees. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 3:00 PM Central Time on July 23, 2019, will be considered by the Government. Responses shall be submitted to Lynn Hults at lynn.hults@ars.usda.gov.
