Canned Tomato Products for use in Domestic Food Assistance Program

Partial Small Business Set-Aside (FAR 19.5)
Notice ID:123J1427B0069

Amendment 1, dated 11/6/2026, adds a 10% SDVOSB set-aside for Tomato Sauce Can items 100333 (24/300) and 100334 (6/10) under an IFB for Canned Tomato Products. The acquisition is set aside for small business concerns and is a combined synopsis/solicitation for commercial products/services, incorporating provisions and clauses by reference. Concerns should first go to the Contracting Officer, who aims to respond or resolve within 10 business days; this Tier 1 step does not pause the solicitation process, delay award, or suspend performance. If unresolved, a written agency protest may be filed with the Contracting Officer or USDA Independent Review Authority, must include FAR 33.104-4(a)(3) information, and USDA strives to resolve it within 35 business days. Awards or performance are suspended during an agency protest unless urgent/compelling or best-interest justification applies, and protesters electing USDA review agree not to pursue the same matter with GAO or another external forum while the agency protest is pending.

Canned Tomato Products for use in Domestic Food Assistance Program

Partial Small Business Set-Aside (FAR 19.5)
Notice ID:123J1427B0069

This is a combined synopsis/solicitation issued as an Invitation for Bid for canned tomato products and is set aside for small business concerns; no separate written solicitation will be issued. Interested parties with concerns should first raise them with the Contracting Officer, who will make every effort to respond within 10 business days, but this Tier 1 step is not an official protest and does not pause deadlines, award decisions, or performance. If unresolved, an interested party may file a written agency protest with either the Contracting Officer or the USDA Independent Review Authority, including the information required by FAR 33.104-4(a)(3), and USDA strives to resolve agency-level protests within 35 business days. Filing a USDA agency protest elects that forum and precludes filing the same matter with GAO or another external forum while the agency protest is pending. Protests should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.
