Description of Work- The Black Helicopter Stewardship IRSC shall be awarded under Stewardship Authority authorized by Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014. This law grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. The objectives of this project are to reduce wildland fire threat to the Wall Creek Municipal watershed, to the towns of Clearwater and Harpster, and dispersed homes and structures in the wildland urban interface by accomplishing the following: Thin from below in ponderosa pine, Douglas fir and mixed conifer stands. Helicopter yard merchantable timber to landings to be removed from contract area. Resulting Contract – Any resultant contract will be a commercial services contract with requirements for timber removal. Project Location- Township 30 North; Range 4 East; Sections 16, 17,20, 21, 29, 30 and 33, Boise Meridian. Approximately 8 miles East of Grangeville, Idaho. See Contract Area Map provided as an attachment to the solcitation. Period of Performance: all work shall be completed by 10/31/2026. Key technical specifications: 1) helicopter yarding is required, 2 )whole tree yarding is required, 3) species, diameter and spacing will the the primary designation method for cut and leave trees across the sale, and 4) minimum sawlog specifications will be 7" DBH with an 8 foot piece size. Total estimated timber volume and species composition if all Mandatory and Optional Units are awarded: 32,178 tons (GF - 1,464 tons, DF - 25,033 tons and PP - 5,682 tons). A site visit was held on November 1, 2022. The attendance list and meeting notes have been included in the solicitation as an attachment. No additional in-person site visits or meetings are planned. The contract will be awarded on a best value basis; therefore, technical proposals are required. All documents necessary to prepare quotes have been supplied within this notice. In order to be eligible for award, contractors must be have active profiles in sam.gov. Contact your local Procurement Technical Assistance Center for help registering. This assistance is free. The government is striving for a prompt contract award. Contractors can assist with this goal by reviewing the solicitation and asking questions early in the advertisement period so that no extension(s) to the response deadline is required. Your help is appreciated. The solicitation was amended on 2/13/2023 to replace the Forestry Services Wage Determination (Attachment 9) with a new revision dated 2/10/2023. Respondents shall acknowledge receipt of this amendment with the quote submitted. The deadline for receipt of quotes is not extended.

Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 30M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement using Full and Open competition. Project Location: The project is located approximately 7 air miles east of Grangeville, ID. Legal description is T30N R4E sec. 21, 28, 30, 33 Period of Performance: All work shall be completed by 5/31/24. Description of Work: Helicopter log seven units covering approximately 332 acres within the South Fork of the Clearwater drainage. Whole tree yarding will be required. Species, diameter, and spacing will be the primary designation method for cut and leave trees across the sale. Minimum sawlog specifications will be 7” DBH with an 8 foot piece size. Estimated Timber Volume and Species composition is as follows: Volume Total: 5,728 Mbf Sawlog or 32,178 Tons Total by Species: GF 1,464 tons DF 25,033 tons and PP 5,682 tons The a site visit was held with prospective contractors to facilitate dialogue regarding planned contract requirements and any operational limitations foreseen by attendees on November 1, 2022, at 10 a.m. PT with a meeting location at Salmon River Ranger District, 104 Airport Road, Grangeville, ID. The meeting notes with attendance list were uploaded on 11/9/22 along with a Draft Volume Table, Draft Specifications and a new map that was zoomed out to show the complete road system. This map may be used with Avenza to better navigate. It is anticipated that the Request for Quotes with all attachments shall be issued on or around March 31, 2022. All final technical specifications, maps, and attachments will be available for download at this time. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. Please note that information in this notice and attachments provided is subject to change based on Forest revisions to the requirement and feedback from industry. Contractors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov to be eligible for award under this solicitation. Registration in SAM is free; you do not need to pay to register in the system. This notice was revised on 10/26/22 to correct the size standard from 20.5M to 30M; provide a street address for the Salmon River RD; provide information regarding registration in sam.gov and provide contact information for Karen Ruklic, Contracting Officer.
