Port Nor Stewardship IRSC shall be awarded under Stewardship Authority authorized by Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014. This law grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. The project aims to restore forest health, treat hazardous fuels along and adjacent to roads and reduce the future risk of high severity wildfire. The roadside fuels treatments are a vital step of the continued post-fire restoration activities to ensure safe access and working conditions on and adjacent Forest Service roads 05S007, 05S028Y, 05S086, 05S005. To accomplish these objectives, the contract includes the following requirements: Fall all fire killed and weakened trees that are inside units 1-11, 21, 61, and 91. Skid and/or yard contractor felled trees and previously downed trees in Unit 1-11, 21, 61, and 91 shown on CAM to approved locations to be decked. Pile hazardous fuels inside units 1-11, 21, 61, and 91 to be disposed of by Forest Service. Remove product per Timber Subject to Agreement if applicable. Road reconstruction, removing and replacing one culvert on haul route road 05S053Y. Resulting Contract - Any resultant contract will be a commercial services contract with requirements for timber removal. Project Location- The Port Nor Stewardship IRSC project area is comprised of 14 units totaling approximately 583 acres in size. Each biddable item designated on the Schedule of Items will require an individual bid price. The legal location of the project is: T5S R23E sec 12, and 13, T5S R24E sec 1, 2, 8, 10, 11, 12,and 16 MDB&M . Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Location: The project is located on the Bass Lake RD, between Upper Chiquito campground and extends to the junction of 4S81 and on side roads which lead to Norris trailhead the 5S86 road and Fernandez Trailhead 5S05 road. Description of Work: The purpose of the Port Nor Stewardship project is to abate and remove (from Forest Service land) designated Dead and Dying trees over 8.0 inches DBH and greater (diameter at breast height) from the Vista Scenic Byway. Treatment requirements included: felling, skidding, and removal of Included Product meeting minimum specifications, and all associated road work, erosion work, slash & landing clean up. Estimated Timber Volume and Species composition is as follows: Saw Log Product. Sawlog: 3,265 Tons Pondarosa Pine 620 Tons (~171Mbf) Sugar Pine 522.4 Tons (~140Mbf) White Fir 2122 Tons (~589Mbf) Combined Softwood 7,293 Tons (~1.5Mbf) Update 08/12/2022: Site visit has been changed to August 31, 2022 and not September 7, 2022.
