The Bogard Suppression Repair Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located within the Dixie Fire Perimeter on the Eagle Lake Ranger District, Lassen National Forest. Legal description: T32N R7E,R8E,R9E;T31N R7E, R8E, R9E Period of Performance: All work shall be completed by 10/31/2023. Description of Work: The intent of this contract is to secure forestry related services for the performance of forest health and fuels reduction treatments on 5 forested units totaling 413 acres. Treatments have been designed to reduce fuel accumulation, restore areas of high intensity fire damaged ecosystems, address safety concerns for forest users and staff, and to recover residual value of the fire killed and damaged trees within the Dixie Fire. Treatment activities on any one acre may include a combination of the following: knocking down berms, water-barring, spreading vegetation/slash, fuel mitigation by chipping, skidding and decking/piling, processing/skidding/decking, closures/blockades, mechanical pile; and removal of optional timber subject to agreement. Road maintenance on Forest Service roads is also a mandatory work item after suppression repair work is completed. Timber products processing facilities in northern California are limited. Contractor may propose to deliver TSA products in either logs or chips to local or non-local markets. Appendix B is an attachment that will be updated and populated if Timber Subject to Agreement will be awarded. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. All Contractors must be actively registered in the System for Award Management (SAM) https://SAM.gov to be eligible for award under this solicitation. Registration in SAM is a free service. Failure to register may cause your firm to be non-responsive and removed from consideration for award. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract.
