WHITE RIVER FIRE RECOVERY STEWARDSHIP IRSC – Region 06, Mt. Hood National Forest, Barlow Ranger District, Oregon Background: The White River Fire Recovery Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located on the Barlow Ranger District of the Mt. Hood National Forest in Wasco County approximately 6 ½ miles west of the unincorporated community of Pine Grove, Oregon. Legal description is Sections 13, 24, T. 4 S., R. 9 E.; Sections 19, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, T. 4S., R. 10 E.; Sections PB 45, PB 46, 29, 31, 32, T. 4 S., R. 11 E.; Sections 01, 02, 03, 04, 10, 11, 12, T. 5 S., R. 10 E.; Sections 05, 06, 07, 08, 17, 18, 19, 20, T. 5 S., R. 11 E.; W.M., Surveyed, Wasco County, Oregon. Period of Performance: All work shall be completed by October 31, 2024. Description of Work: The overall objective of this project is to facilitate ongoing fire recovery actives within the 2020 White River Fire area. Activities include performing essential maintenance of roads that were impacted by fire, mitigation of fire killed/damaged roadside fuel accumulation and site preparation for future reforestation. This will be done by accomplishing the following: Felling fire killed/damaged standing fuels. Removing Included Grn Bio CV. Piling residual fuels. Maintaining and reconstructing roads. Estimated Timber Volume and Species composition is as follows: SPECIES PRODUCT QUANTITY UNIT OF MEASURE All Coniferous Species Grn Bio CV 9,818.00 CCF Pre-Solicitation Site Visit Date and Time: Prior to solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on August 17, 2022, at 9:00 a.m. (Pacific Daylight Time) with a meeting location at the Barlow Ranger District Office (780 Court Street, Dufur, OR 97021).
