Amendment 0001: Changes Period of Performance from September 20, 2027 to September 30, 2029 and adds notes from prebid meeting held on July 7, 2022. Rock Creek Stewardship IRSC: Santa Fe National Forest, Cuba Ranger District, New Mexico- Region 3 Background: The Rock Creek Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located between Rock Creek Mesa (Forest Service Road 103) and the Rito Peñas Negras (Forest Service Road 264) along the New Mexico State Highway 126 corridor. Legal description is T21N R1E Section 36; T20N R1E Sections 1, 12-13; T20N R2E Sections 3-9, 18; T21N R2E Sections 29-34 A site visit is scheduled for July 7, 2022 to view the project area and discuss the objectives of this contract. The meeting will take place at 9:00 am MDT at Cuba Ranger District, 04B County Road 11, Cuba, New Mexico 87013. Period of Performance: All work shall be completed by September 30, 2029. Description of Work: Stewardship Items include: Cut and Remove Included Timber on 776 acres Cut Skid and Deck Timber on 274 acres Road Maintenance on 18.82 miles of road Installation of a closure gate Road Repair Work not to exceed ~.5 miles of road Cut and remove included timber is a mandatory non-pay work item and includes the following estimated timber: -Ponderosa Pine, White Fir, Spruce and Douglas Fir SAWTIMBER: 12,050 CCF -Ponderosa Pine, White Fir, Spruce and Douglas Fir Non-SAWTIMBER:4,938 CCF Miscellaneous: The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. All Contractors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. The Contracting Officer for this project is Shemeka Ricks with the National Stewardship Contracting Branch and is physically located in Georgia.
