Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located on the Flagstaff Ranger District of the Coconino National Forest. Legal description is T19N, R7E, S.1, 13; T19N, R8E, S. 3, 4, 5, 6, 7, 8, 9, 16, 17, 18, 19, 20; T20N, R8E, S. 28, 31, 32, 33; GSRB&M Coconino County, AZ All work shall be completed by July 15, 2023. Description of Work: The Elk Clark Stewardship IRSC is comprised of nine cutting units, together totaling approximately 1,738 acres of ponderosa pine forest. The goal of this project is to mechanically cut and remove all included timber/product to help restore the forest to more historic conditions. Maintenance of 9.2 miles of road will also be required. The cutting units are primarily leave tree marked with one cutting unit using the designation by prescription (DxP) method. There are approximately 12 existing landings that contain residue/biomass that require removal from national forest land. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. All Contractors must be actively registered in the System for Award Management (SAM) to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.
