Clarifications of service work specifications: Items 2, 3, 5, 6 and 8: Slash treatments are NOT limited to piling in the unit. Material may be yarded and piled at the landing, piled in the unit or any other means that meets the end-results per specifications. Please clearly discuss what method you propose to use in your technical proposal. Item 3: Material to be removed is decked at landing. Only material that does not meet utilization standards (ie. slash) shall be piled at the landing. Items 4a-4c: Surface repair (T-804 of Appendix C) only applies to native surfaces; asphalt is not included in this repair work. **Please sign and return the amendment with your price and technical proposal. DESCRIPTION: Background: The Horsetooth Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Project Location: The project is located on the Dolores Ranger District of the San Juan National Forest. It is located throughout the Lone Pine EA area, approximately 12 miles east of Cahone, Colorado in the Narraguinnep Canyon area. Legal description is: Units are in: Sections 3, 9, and 10 of Township 39 North, Range 16 West; Sections 13, 22, 23 and 26 of Township 40 North, Range 16 West, Dolores County, Colorado. New Mexico Principal Meridian. Units are in: Sections 19-22 & 28-29, Township 41 North, Range 16 West; Dolores County, CO. New Mexico Principal Meridian. Units are in: Sections 17, 18, 19, & 20, Township 40 North, Range 16 West; Dolores County, CO. New Mexico Principal Meridian. Plantation- Cut, Skid, deck and slash designated trees (68 Acres) 9. Plantation thinning, slash and piling (106Acres) Estimated Timber is as follows: Ponderosa Pine Sawtimber 1,551 CCF Ponderosa Pine Non Sawtimber 23 CCF The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. All Contractors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system.
