BACKGROUND: The Mosquito Biomass Stewardship IRSC shall be awarded under the following authority. Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. DESCRIPTION OF WORK: The purpose of this work is to chip and remove 1,760 tons of slash in 18 timber landings within 11 units. Also included are various types of hand work to reduce and eliminate fuel loading in preparation for burning. Any resultant contract will be a commercial services contract with requirements for timber removal. A site visit was held on May 10, 2021 to view the project area and discuss the objectives of this contract. The attendance list and Q&A are provided within the solicitation. A second site visit will be held on June 2, 2021 so that potential offerors may view the site with the plans in hand. The meeting will take place at 9:00 am at the American River Ranger District, 22830 Foresthill Road, Foresthill, CA 95631. All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. The Awardee shall furnish all labor, materials, equipment, operating supplies, supervision, transportation, materials (except those designated as Government-furnished), and incidentals necessary to perform the work in accordance with the clauses, provisions, plans, and specifications of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. All work shall be completed by February 1, 2022. The Contracting Officer for this project, Karen Ruklic with the National Stewardship Contracting Branch but is physically located in Grangeville, Idaho. Amendment 1 was issued 6/7/21 to provide the Pre-Bid Tour Notes and attendance list, remove one treatment unit from the optional requirements, provide a revised Contract Area Map and a revised Optional Work Activities - Schedule of Items. Acknowledgement of this solicitation amendment is required as is use of the revised Schedule of Items to quote unit and total prices for the Optional Work Activities. Small clarifications were also made to the solicitation. Deadline for receipt of quotes was not extended.
