Background – The Devil’s Creek IRSC shall be awarded under the following authority. Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Description of Work—The Devil’s Creek IRSC is part of the Cherokee Park project located in the Canyon Lakes Ranger District of the Arapaho/Roosevelt National Forests, approximately 60 miles northwest of Fort Collins, Colorado. The land management objectives for the project area are summarized as follows: Reduce the threat and severity of wildfires. Return the stands to historic range of variability, including enhancements of Aspen stands and mountain meadows. To accomplish these objectives, the contract includes the following components: group selection that incorporates individual clumps and openings, stand cleaning/thinning, mechanical fuels reduction, snag and down wood management, and removal of Timber or Other Products across approximately 320 acres. Road maintenance shall also be performed pre-haul, during fuels treatment/timber removal and post-haul. It is estimated that approximately 750-800 CCF of sawtimber shall be removed. The contractor shall furnish all labor, equipment, operating supplies supervision, transportation, materials (except those designated as Government-furnished), and incidentals necessary to complete the project as required by the contract, plans, and specifications. Project Location—the contract is located T11N, R73W, section 10; 6th P.M. Larimer County, Colorado. From Fort Collins, Colorado, drive north on Highway 287 for approximately 20 miles to the junction of Cherokee Park Road (County Road 80C). Turn west on 80C and continue for approximately 47 miles to the intersection of NFSR 182. This intersection is the approximate south western edge of the project area boundary (refer to the Contract Area Map uploaded for reference to locate the Units from this point). It is anticipated that the Request for Quotes with all attachments shall be issued in May. A pre-bid tour shall be held during the solicitation period. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. The estimated start work date is July 1, 2021; all work shall be completed by October 15, 2023. The Contracting Officer for this project, Karen Ruklic, works for the National Stewardship Branch but is physically located in Grangeville, Idaho.
