This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 12339520Q0011 and is being issued as a Request For Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. The associated North American Industry Classification System (NAICS) code is 332313 with a small business size standard of 750 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes. The Forest Service requires various sizes of corrugated metal culvert pipes (with bands). See the Schedule of Items on page 4 of the RFQ 12339520Q0011 document which contains the required specifications of the pipe material (coating/gauges etc.) and the sizes and lengths needed (including number of bands required). The following factors shall be used to evaluate offers: Technical capability of product to meet Government requirements. Price: Government evaluation will include total cost to the Government for delivery of supply to the New Castle Workcenter located at 24838 Craig Creek Road, New Castle VA 24127. Award resulting from this solicitation will be a firm, fixed price contract. Technical capability of product is more important than price in the evaluation process. Government shall approve any modifications or deviations from specifications. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
