The USDA National Agricultural Statistics Service is pursuing a noncompetitive contract for EntryPoint software to support form keying at its National Operations Center in St. Louis, MO, and at Regional Field Offices nationwide. The software must ensure continued functionality across all platforms and meet requirements outlined in “Attachment 1 – Salient Characteristics.” The acquisition is restricted to Phoenix Software International because it is the only source capable of providing the required data output and respondent communications, and the software is proprietary. Potential sources who believe they can provide the services may respond according to the notice instructions; timely responses will be considered, but the Government retains sole discretion on whether to compete the proposed contract.
