THIS IS AN INFORMATIONAL NOTICE ONLY The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch-Construction Team has a requirement to for building demolition at Beltsville Agricultural Research Center (BARC) in Beltsville, Maryland. The Contractor shall provide all plant, labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for the project. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $1,000,000 - $5,000,000. This pre-solicitation announcement includes a draft copy of the scope of work (SOW). Mandatory site visit will be required and attendance by the prime contractor will be an evaluation factor. USDA-ARS will issue a Firm Fixed Price (FFP) construction contract in accordance with FAR Part 15 Contract by Negotiation and FAR Part 36 Construction Contracts. USDA is anticipating this being 100% set-aside for total small business. The Request for Proposal (RFP), 1232SA25R0024, may be issued on or around July 21, 2025. The NAICS Code anticipated to be 238910 – Site Preparation Contractors with a size standard of $19M. Completion timeframe for the resulting contract is anticipated to be 270 days after Notice to Proceed (NTP). The NTP will not be issued until all submittals are approved. The RFP will be accessible via sam.gov in the “Contracting Opportunities” section. Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and FAR Provision 52.204-8 (USDA Deviation Feb 2025). No paper copies of the solicitation will be mailed and telephone requests will not be honored.
