All RFI questions pertaining to this project must be submitted in writing to the POC (david.hildebrand@usda.gov) of this solicitation. Responses to RFI questions will only be posted on sam.gov. To ensure a response, questions must be submitted by 4:00 PM July 9, 2025. Questions submitted after July 9th until proposals are due may not receive a response. If questions are submitted after July 9th and you were not an attendee of the site visit and therefore would not be technically acceptable for award under Evaluation Factor 1, a response will not be provided.

THIS IS AN INFORMATIONAL NOTICE ONLY The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch-Construction Team has a requirement to Upgrade a Chiller in Athens, GA. The Contractor shall provide all plant, labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for the project. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $1,000,000 - $5,000,000. Draft copies of drawings and specifications have been added to this pre-solicitation. Due to potential confusion with the 302 page spec book, a mandatory site visit will be required and attendance by the prime contractor will be an evaluation factor. USDA will issue a Firm Fixed Price construction contract. USDA is anticipating this being 100% set-aside for HUBZone vendors. The Request for Proposal (RFP), 1232SA25R0014, may be issued on or around June 25, 2025. The NAICS Code shall be 238220 Plumbing, Heating, and Air Conditioning Contractors with a size standard of $19M. Completion timeframe for the resulting contract will be 365 after Notice to Proceed (NTP). The NTP will not be issued until all submittals are approved. The RFP will be accessible via sam.gov in the “Contracting Opportunities” section. Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and FAR Provision 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
