Period of Performance: 08/18/2025 to 09/08/2025 This is a combined synopsis/solicitation for commercial item with commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1232SA25Q0274 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-03. The associated NAICS Code is 334516 and the Small Business Size Standard is 1,000 Employees. The USDA, Agricultural Research Service, in Parlier, CA has a requirement for a Centri System and Microchamber. The Government intends to award a firm fixed price purchase order. The requirements are further detail in the attached Requirements Document. The DELIVERY ADDRESS is: USDA ARS USMARC 9611 S Riverbend Avenue Parlier, CA 93648 DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Contractors shall respond by: 1) Transmittal Summary Letter. A summary cover letter to the submission should provide at a minimum the following (i) Identification of the Point of Contact, current phone number, and email address. (ii) UEI Number, CAGE Code, Tax Identification Number (ii) A list of the submission package contents. 2) Providing a quote on company letterhead addressing all of the requirements of the RFQ, clearly note per item pricing in accordance with Brand Name specifications if required (attached), all specifications, shipping/handling/delivery costs, and be valid for at least 90 days after receipt of quote. 3) Buy American Certificate. Submission of completed Attachment 2 is required. 4) Pricing List: Submission of completed Attachment 3 is required. 5) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov). FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document. The Government anticipates award of a contract resulting from this solicitation to the contractor whose quote is the lowest price and conforms to the required specifications. Quotes will be arranged by lowest to highest price. Then the technical evaluation is performed on lowest priced quote only. If the lowest priced quote is technically acceptable, award is made. If the quote is not technically acceptable, then the next lowest will be evaluated to determine which quote meets the lowest price technically acceptable evaluation. All sources wishing to quote shall furnish a quotation by the time and date noted in the General Information, Date Quotes Due field above.
